When Professor Pippy P. Poopypants comes to Jerome Horwitz Elementary School to teach science, and he goes off the deep end because students make fun of his name, only Captain Underpants can save the school from the professor's perilous plot.

A snotty situation ensues when Melvin Sneedley, an academically-gifted student, turns into the Bionic Booger Boy and must be stopped by George, Harold, and Captain Underpants. By flipping the pages, the reader may view animated illustrations.

George and Harold were about to take their pet pterodactyl Crackers back to the Cretaceous period. But things didn't work out quite as they had hoped. They've entered an absurd alternate reality where teachers are nice, kids are allowed to read banned books, and the cafeteria food doesn't smell like dirty diapers. Even worse, they've discovered alternate versions of themselves, Evil George and Evil Harold, who plan to unleash some preposterous plans...

When we last saw our heroes George and Harold, they had been turned into evil zombie nerds doomed to roam a devastated, post-apocalyptic planet for all eternity. Tippy Tinkletrousers and this time-traveling hijinks prevented George and Harold from creating Captain Underpants in the first place! Now, having changed the course of human history forever, they'll have to figure out a way to change it back.

George and Harold, and their doubles, Yesterday George and Yesterday Harold, have a good thing going. Two of them go to school, while the other two hide in the tree house and play video games all day-then they switch! But when their malicious gym teacher, Mr Meaner, creates a method of mind control that turns their fellow students into attentive, obedient, perfect children, the future of all humanity will be in their hands!
